J. Thomas Manger: Police Chief for Montgomery County, Maryland

J. Thomas Manger replaced former chief Charles A. Moose as police chief for Montgomery County, Maryland after he resigned due to the controversy over a book deal about the October 2002 sniper investigation. Manger was the police chief in Fairfax County, Virginia and was chosen to lead Montgomery County’s police force because of his strong reputation and track record. In Fairfax County, Manger led 1,300 officers and 500 civilians. He expanded the presence of police officers in schools and secured an increase in pay and benefits for his force.

Although Manger has spent the past several years in Virginia, he knows Montgomery County well. He grew up Silver Spring and his parents still reside there. He graduated from Montgomery Blair High School in 1973 and earned his bachelor's degree from the University of Maryland, College Park in 1976.
